Guidelines for Location Filming on Public Roads in Tsing Sha/Tsing Ma Control Area (For filming with camera cars or camera mounts only)
The completed notification form should be submitted by fax or email to the Film Services Office at least 5 working days in advance of the filming.
Filming should not affect the normal traffic flows in Tsing Sha/Tsing Ma Control Area.
The film crew and vehicles involved in the filming shall comply with the provisions of the Tsing Sha Control Area Ordinance (CAP 594), Tsing Ma Control Area Ordinance (CAP 498), Road Traffic Ordinance (CAP 374) and other relevant traffic regulations. Additional conditions for filming may be imposed by relevant Government departments and the operators of Tsing Sha Control Area (currently the Serco Lam JV) and Tsing Ma Control Area (currently the TIML MOM Ltd) when required.
The vehicles involved in the filming should comply with the speed limit as required in Tsing Sha/Tsing Ma Control Area.
Camera cars should not be maneuvered side by side with the picture cars, so as not to cause any possible obstruction or disruption to the other road users.
Escort vehicles should be provided in front of and behind the travelling filming vehicles to ensure safety.
Filming should not cause any danger and inconvenience to other road users in Tsing Sha/Tsing Ma Control Area.
Except for emergency or with authorization from an authorized officer, stopping of vehicles during filmings is not allowed in Tsing Sha/Tsing Ma Control Area.
Filming is not allowed during traffic peak hours.
All filmings will be considered on case-by-case basis.
The nature of the film shall not be a cause of embarrassment to either the Government of the Hong Kong Special Administrative Region, or the Property itself, nor should it offend the laws of Hong Kong or be of immoral, defamatory or political favour.
The concerned film-making company shall fully indemnify the Government of the Hong Kong Special Administrative Region from all actions, suits, proceedings, claims, costs, demands and expenses which may be against the Government as a result of the filming activities.
